Microsoft used to have a program called SMS Sender back in the Windows XP days.
I found a document in regards to SMS Sender, and how to use it from the command line;
http://www.gosoftware.com.au/download/sms_using_smssender.pdf
For my needs, this works better than the SendSMS64.exe CLI program.
